NYC Fair Chance for Housing Act (Local Law 24) Policy
Criminal History & Fair Chance Housing
Friedman Management Corp. complies with the NYC Fair Chance for Housing Act, in effect since January 1, 2025.
- We evaluate every application on standard tenancy criteria — income, credit history, rental history, and references — before any consideration of criminal history.
- We do not ask about, advertise restrictions based on, or consider an applicant's criminal history until after we have extended a conditional offer of housing.
- If we choose to run a criminal background check after a conditional offer, we will first give the applicant a copy of the NYC Commission on Human Rights' official Fair Chance Housing Notice explaining their rights. That notice is displayed on this page below.
- Only limited categories of criminal history may be considered after a conditional offer — generally, sex-offender registry status (regardless of date), misdemeanor convictions within the last 3 years, or felony convictions within the last 5 years.
- If we revoke a conditional offer based on criminal history, the applicant will receive a written, individualized explanation, a copy of all criminal history information we reviewed, and at least 5 business days to dispute inaccuracies or provide additional information before a final decision.
- We do not retaliate against any applicant or tenant for exercising their rights under this law.
